“商品归类+区块链”应用场景构建的初步构想

摘要: 关检融合以来,商品归类除了传统意义的税收征管要素外,也被赋予了准入、安全等标签。在新海关业务改革实践中,诸多海关业务集中矛盾点也突发在商品归类这一业务线条中。结合目前商品归类业务、法律法规与技术支撑现状,分析产生痛点与难点的原因,探讨建立“商品归类+区块链”治理模式的必要性,并就区块链技术具有不可篡改性、可追溯性、透明性和隐私保护性的特征,提出了构建商品归类专属区块链的路径思考。

Preliminary conception of application scenario construction of "commodity classification+blockchain"

Abstract: Since the integration of customs and inspection, commodity classification has been given access, security and other labels in addition to the traditional tariff collection and administration elements. In the practice of the new customs reform, many contradictions in the customs are also in the line of commodity classification. Combining with the current situation of commodity classification, laws, regulations and technical support, this paper analyzes the causes of pain points and difficulties, discusses the necessity of establishing the governance mode of "commodity classification + blockchain", and puts forward the path thinking of constructing the exclusive blockchain of commodity classification based on the characteristics of blockchain technology, such as tamper proof, traceability, transparency and privacy protection.

0 引言

在我国海关,近年来商品归类作为传统涉税要素,其体系建设上与WCO运作模式相接轨,内部规范与外部执法上不断完善,科技运用上实现了信息化并已开展智慧化探索。随着关检业务深度融合,商品归类被赋予了更多的意义,已不仅仅是单一的涉税要素。在实践中,诸多海关业务矛盾点集中突发在商品归类这一业务线条中。本文结合目前商品归类业务、法律法规与技术支撑现状,提出商品归类辅助工具应用与第三方采信社会化平台建设相融合,构建商品归类单点链能力与“已有链+辅助归类校验”模式,探讨初步搭建“区块链+商品归类”应用场景设想,并提出相应构建策略与应对建议。
