Research on the balanced reversal mechanism of efficiency fairness in data security governance from the perspective of ownership

Abstract: This study aims to explore the dynamic evolution of the "efficiency fairness" balance mechanism in data security governance, focusing on the security risks and institutional barriers of multiagent collaborative governance from the perspective of data ownership, and exploring the reversal path. By explaining the specific meaning of the "efficiency fairness" balance mechanism in data governance, this study explores the institutional obstacles faced by the balance mechanism in the face of security risks from the perspective of ownership, from the three main governance entities of the market, government, and individuals, and explores the reversal path. A governance system of "full chain connectivity dynamic adjustment" is constructed around the three major entities of the market, government, and individuals. Through ownership restructuring, technological empowerment, and institutional innovation, data flow bottlenecks are cleared, and the value of data elements is released under the premise of safety and controllability, ultimately serving the cultivation of new quality productivity and the sustainable development of the digital ecosystem.
