Abstract： As the construction of the data factor market progresses, there is increasing attention to data infrastructure construction from the national to the local level. This includes the introduction of policies and technical standards, the pilot implementation of data circulation and utilization facilities, and enterprises actively exploring the construction of data infrastructure such as data spaces, DataWare etc. The construction of national data infrastructure system is being accelerated. However, given that the basic concept of data infrastructure is not clear, there are currently issues such as imperfect relevant policies and standards, insufficient key technological capabilities, and the need to improve facility operation effectiveness, which hinder the further development of data infrastructure. In the future, efforts need to be strengthened from relevant parties to introduce additional policies and standards, promote technological development and convergence, and gradually build an industrial system related to data infrastructure construction, facilitating largescale data transactions and circulation in society through wellestablished facilities.
